Rough-in
The stage where the pipes, wires and ducts are installed inside the walls, before drywall, and inspected.
Rough-in is the plumbing, electrical and HVAC work done while the framing is open: the lines run to where the fixtures will go, with nothing finished. It is inspected before the walls close, and on a remodel it is a natural progress-payment milestone.
The finish stage comes later, after drywall and paint: setting fixtures, trimming out devices, hanging the registers.
